Applicant must be a permanent resident of Assam with a valid domicile certificate.
Family annual income must be below ₹4 lakh. Applicant must already be admitted under the Government's Fee Waiver Scheme. Married UG students are not eligible.
Students receiving benefits under Dr. Banikanta Kakati Merit Award (Scooter Scheme) or the Chief Minister's Jibon Prerana Scheme are excluded.
Minimum 70% attendance required to continue receiving assistance. No payment during June, July, and winter vacation months.

Selection Process

Not merit or exam-based. Eligible male students from economically weaker families apply through their educational institution, which verifies eligibility, income, and academic details before uploading data to the SAMARTH Portal for auto-verification. The Higher Education Department processes DBT payment after final approval.
